I get lots of calls asking about book value. We can only offer guidance on this, as the MA DOR make the rules. Here is what I recommend based on what the guidelines are.
Dealer sale – No matter what state the dealership is in these do not need book value. Never do dealer sale as a casual sale. This also applies to Lease buyouts.
If a vehicle has an MA title and is less than 20 years old – Book value should be found by looking in the RMV IPM ATLAS Portal. If nothing is found screen print the results and that is your “proof of book value” and you use the purchase price.
If a vehicle has an MA title is over 20 years - Book value would be looked up in JD Power (formerly NADA) if nothing is found screen print the results and that is your “proof of book value” No other look up sites are needed, and you use purchase price.
If a vehicle has an Out of State title– Book value would be looked up in JD Power (formerly NADA) if nothing is found screen print the results and that is your “proof of book value” No other look up sites are needed, and you use purchase price.
SOMETIMES – even after you look these up SinglePoint will show a higher tax amount – This is due to something the MA DOR may have found that you did not. We cannot change or adjust that amount. You have 2 choices. Either process it in SinglePoint or send it to the RMV.
There is no book value on trailers (boat, snowmobile, personal "yard" trailers BUT there is book value on campers and camping trailers.
