Agent will enter a VIN and select VIN Lookup. A pop up will appear. This message basically says the VIN is NOT in ATLAS (which can happen when it is an Out of state title or Certificate of Origin - most commenly happens on Motorcycles, trailers and campers.) 

Agent will click GO BACK Then manually enter the vehicles information.
