The error will show the plate number. This error states you cannot transfer plates due to being expired and in Non-Renew. Non-Renew means they own exsize tax or have unpaid parking. Those need to be paid first. It can take 7-10 days for them to clear. Once that is done then you can renew the plates. Then you will be allowed to transfer them to the newly purchased vehicle. 

You can try to issue new plates.
